Strong winds postpone new US rocket's launch debut

A U.S. spaceflight company is hoping the third time's the charm in order to launch a brand-new rocket into space on its maiden flight Sunday.

After two delayed launched attempts, the privately built?Antares rocket?is once again poised to blast off from a seaside pad at NASA's Wallops Flight Facility on Virginia's Eastern Shore. Liftoff is set for 5 p.m. EDT (2100 GMT).

Today's launch attempt will be the third in a week for Antares, which was built by the Dulles, Va.-based Orbital Sciences Corp. The Antares rocket is designed to launch Orbital's unmanned Cygnus spacecraft on cargo delivery missions to the International Space Station for NASA. Orbital has a $1.9 billion contract to provide at least eight cargo deliveries using Cygnus and Antares, but first the company wants to make sure the rocket will perform as expected.

"Obviously we would like to have gone Wednesday. But going through the prelaunch procedures a couple of times now is great experience for our launch team," Orbital spokesman Barron Beneski told SPACE.com in ?an email. "Practice now will pay dividends later when we are down to a small launch window, less than five minutes, for our [space station] resupply missions later this year."

Orbital Sciences?has a three-hour window for today's ?attempted launch. The 13-story Antares rocket will lift off from the new Launch Pad 0A at the Mid-Atlantic Regional Spaceport at the southern tip of Wallops Island, Va., where it shares land with NASA's Wallops Flight Facility is based. The NASA center has long been the home of the agency's small sounding rocket launches and balloon science projects.

"We have also been pleased with the performance of the vehicle and the launch facility. We have not been working any technical issues, which has been encouraging," Beneski said. "That's remarkable since this is a first time launch for the rocket and the pad."

Today's launch attempt will not carry a full Cygnus spacecraft into orbit. Instead, the rocket is topped with a mockup that will mimic the weight of an actual cargo ship. The rocket is also carrying three?coffee cup-size Phonesat satellites?? named Alexander, Graham and Bell ? as part of a space technology experiment for NASA. A fourth nanosatellite, called Dove 1, is also being flown for a commercial customer, Orbital officials said.

Orbital is one of two companies with NASA contracts to deliver space station cargo. The Hawthorne, Calif.-based firm Space Exploration Technologies (SpaceX) also has a $1.6 billion deal for at least 12 cargo missions using its Falcon 9 rockets and unmanned Dragon space capsules.

NASA's space shuttle fleet retired in 2011, so the space agency is relying on Orbital Sciences and SpaceX to fly American cargo to the International Space Station. NASA officials also hope to launch American astronauts to the station using private spaceships by 2017. Currently, the U.S. space agency relies on Russia's Soyuz spacecraft to ferry crews to and from the station.

There is a chance that observers along? much of the U.S. East Coast could spot the Antares rocket soaring toward space during today's launch test. NASA has advised local observers to watch the launch from its Wallops Flight Facility Visitors Center or the nearby Assateague National Seashore.?Maps and graphics released by Orbital?officials, however, suggest the launch could be seen from as far north as Portland, Maine, and as far south as Charleston, S.C., weather permitting.

Girl Scouts chapter to add video game patch

As recent campaigns across social media have shown, the game industry has slowly begun to own up to its troublesome legacy of sexism ? expanding roles for women in the business while updating representations of them in the games.

The Girl Scouts of America has introduced a unique approach to addressing the gender imbalance: Show girls the merit of game design from a young age. In partnership with Women In Games International (WIGI), the Girl Scouts of Greater Los Angeles recently introduced a new patch to award work in game design.

While the new patch is being introduced a little over a month after the Boy Scouts made a Game Design merit badge of their own, a representative from the Girl Scouts of Greater Los Angeles told NBC News that the organization has been working with Women In Games International for more than a year to introduce a new game design merit system for members of the local California chapter.

Sheri Rubin, president and CEO of Design, Direct, Deliver and a member of WIGI's steering committee, told NBC News that while the timing of the patch's announcement might resonate with other recent events, its introduction fits with both organizations' overall mission. "Social media campaigns like #1reasonwhy and #1reasontobe show just how important it is to reach girls at a young age and introduce them to video game development career choices."

There are a few key differences between the Boy Scouts and Girl Scouts when it comes to their respective gaming achievements. For one, the Girl Scouts merit award is a patch, rather than a badge, which means that it isn't nationally recognized yet.

"Fostering interest in technology and video game development in females of all ages ... is the main inspiration for working towards a national badge," Rubin said in an email.

The program will also require Girl Scout members to actually learn how to program for games, rather than just design them. The GSGLA will use a custom version of Gamestar Mechanic, a video game published by partner organization E-Line that teaches children how to design their own video games, to track Girl Scout members' progress and they start to build their own games.

For the moment, it is only being introduced in Los Angeles, but both Rubin and the GSGLA said that they hope to bring it to other local chapters across the United States.

"Our plan is to start by working with the Girl Scouts of Greater Los Angeles to introduce a local patch and once successful open it up to other councils where game developers are prevalent," Rubin added. "We hope this can be accomplished over the next couple years."

"Once our patch has been proven effective we will work to create what is necessary to get a nationally recognized badge in place for all Girl Scouts starting with those in 4th through 6th grade and eventually expanding through all levels encompassing 7th through 12th grade," Rubin said.

Treatment leads to near-normal life expectancy for people with HIV in South Africa

In South Africa, people with HIV who start treatment with anti-AIDS drugs (antiretroviral therapy) have life expectancies around 80% of that of the general population provided that they start treatment before their CD4 count drops below 200 (cells per microliter), according to a study by South African researchers published in this week's PLOS Medicine.

These findings are encouraging and show that with long-term treatment, HIV can be managed as a chronic illness in middle- and low-income settings, and also suggest that the estimates used by life insurance companies and epidemiological modellers may need to be revised -- these estimates typically assume that life expectancy after starting antiretroviral therapy is around 10 years.

The researchers, led by Leigh Johnson from the University of Cape Town, reached these conclusions by collecting information from six HIV treatment programs throughout South Africa between 2001 and 2010, which they then used in a survival model.

The authors found that -- as in HIV-negative adults -- the most significant factor determining the life expectancy of patients starting HIV treatment was their age when they started treatment: the average life expectancy (additional years of life) of men starting antiretroviral therapy varied between 27.6 years at age 20 and 10.1 years at age 60, while corresponding estimates in women were 36.8 and 14.4 years, respectively.

They also found that life expectancies were significantly influenced by baseline CD4 counts (a measure of the strength of the immune system at the time of starting treatment): life expectancies in patients with baseline CD4 counts of 200 cells per microliter or more were between 70% and 86% of those of HIV negative adults of the same age and sex, while patients starting antiretroviral therapy with CD4 counts of less than 50 cells per microliter had life expectancies that were between 48% and 61% of those of HIV-negative adults.

The study also showed that the risk of death was highest during the first year after starting antiretroviral treatment, because of the delay between the start of treatment and the recovery of the immune system. Life expectancies were typically 15-20% higher two years after starting treatment than at the time of starting treatment. For example, in patients who started treatment with CD4 counts of more than 200 cells per microliter, life expectancies two years after starting therapy were between 87% and 96% of those in HIV-negative individuals (compared to a range of 70-86% at the time of starting treatment).

Although these results are encouraging, this study also highlights that many HIV patients are still starting treatment with very low CD4 counts, and health services must overcome major challenges, such as late diagnosis, low uptake of CD4 testing, loss from care, and delayed antiretroviral therapy initiation, if near-normal life expectancies are to be achieved for the majority of people with HIV in South Africa.

The authors also cautioned that their results were based on projections of the low mortality rates observed after patients had been on treatment for a few years, and that there was uncertainty about how mortality rates might change in future, particularly at longer treatment durations. The authors noted that although there was the promise of new drugs and new patient management strategies, which might reduce mortality further, there was also the risk of rising levels of HIV drug resistance, which might compromise treatment effectiveness.

The authors say: "These results have important implications for the pricing models used by life insurance companies, as well as the demographic and epidemiological models that are used to forecast the impact and cost of [antiretroviral therapy] programmes in low- and middle-income countries."

They continue: "Assumptions of longer life expectancy would significantly reduce the forecasts of AIDS mortality, but would also significantly increase long-term projections of numbers of patients receiving [antiretroviral therapy]."

The authors add: "It is therefore critical that appropriate funding systems and innovative ways to reduce costs are put in place, to ensure the long-term sustainability of [antiretroviral therapy] delivery in low- and middle-income countries."

(AP) ? As the world braced for a provocative missile launch by North Korea, with newscasts worldwide playing up tensions on the Korean Peninsula, the center of the storm was strangely calm.

The focus in Pyongyang on Wednesday was less on preparing for war and more on beautifying the capital ahead of the nation's biggest holiday: the April 15 birthday of the nation's founder, Kim Il Sung. Soldiers put down their rifles to blanket the barren ground with sod and students picked up shovels to help plant trees.

But the impoverished, tightly controlled nation that has historically used major holidays to draw the world's attention by showing off its military power could well mark the occasion by testing a missile designed to strike U.S. military installations in Japan and Guam.

South Korea's foreign minister said the prospect of a medium-range missile launch is "considerably high."

North Korean officials have not announced plans to launch a missile in defiance of U.N. Security Council resolutions barring Pyongyang from nuclear and missile activity.

But they have told foreign diplomats in Pyongyang that they will not be able to guarantee their safety starting Wednesday and urged tourists in South Korea to take cover, warning that a nuclear war is imminent. Most diplomats and foreign residents in both capitals appeared to be staying put.

The European Union said there was no need for member states to evacuate or relocate their diplomatic missions, but it called on North Korea to "refrain from further provocative declarations or action."

The threats are largely seen as rhetoric and an attempt by North Korea to scare foreigners into pressing their governments to pressure Washington and Seoul to change their policies toward Pyongyang, as well as to boost the military credentials of its young leader, Kim Jong Un. North Korea does not have diplomatic relations with the U.S. and South Korea, its foes during the Korean War of the 1950s, and has pushed for a peace treaty to replace a 60-year-old armistice.

On the streets of Pyongyang, there was no sense of panic.

Downtown, schoolchildren marched toward statues of the two late leaders, Kim Il Sung and Kim Jong Il, dragging brooms to sweep the hilltop plaza where they tower over Pyongyang. Women with coats thrown over traditional dresses rushed through the spring chill after leaving a rehearsal for a dance planned for Kim Il Sung's birthday celebrations.

At the base of Mansu Hill, a group of young people held a small rally to pledge their loyalty to Kim Jong Un and to sing the Kim ode, "We Will Defend the Marshal With Our Lives."

Kim Un Chol, the 40-year-old head of a political unit at Pyongyang's tobacco factory, said he had been discharged from the military but was willing to re-enlist if war breaks out. He said North Koreans were resolute.

"The people of Pyongyang are confident. They know we can win any war," he told The Associated Press. "We now have nuclear weapons. So you won't see any worry on people's faces, even if the situation is tense."

Kim Jong Il elevated the military's role during his 17-year rule under a policy of "military first," and the government devotes a significant chunk of its annual budget to defense. Human rights groups say the massive spending on the military and on development of missile and nuclear technology comes at the expense of most of its 24 million people. Two-thirds face chronic food shortages, according to the World Food Program.

North Koreans are taught from childhood to hate the U.S. and to gird against an invasion by "imperialists" intent on taking over the entire Korean Peninsula.

Guns and tanks are popular toys for children in the highly militarized society, and young North Koreans learn to fire guns when they are teenagers, residents say. As young adults, they attend camps to learn military techniques.

But there was no sign North Koreans were brushing up on their skills Wednesday. Pyongyang sporadically holds civil air raid drills in which citizens practice blacking out their windows and seeking shelter. But no such drills have been held in recent months, residents said.

Last year, the days surrounding the centennial of the birth of Kim Il Sung, grandfather of the current ruler, were marked by parades of tanks, missiles and goose-stepping soldiers, as well as the failed launch of a satellite-carrying rocket widely believed by the U.S. and its allies to be a test of ballistic missile technology.

A subsequent test in December was successful, and that was followed by the country's third underground nuclear test on Feb. 12, possibly taking the regime closer to mastering the technology for mounting an atomic weapon on a missile.

Last week, Kim Jong Un enshrined the pursuit of nuclear weapons ? which the North characterizes as a defense against the U.S. ? as a national goal, along with improving the economy. North Korea also declared it would restart a mothballed nuclear complex.

The resulting U.N. sanctions and this spring's annual U.S.-South Korean military drills, which Pyongyang sees as a rehearsal for invasion, have been met with a string of threats from the North. Washington denies it has any plans to invade, and calls the exercises routine defensive drills.

Adm. Samuel Locklear, commander of U.S. Pacific Command, told the Senate Armed Services Committee in Washington on Tuesday that North Korea's persistent nuclear and missile programs and threats have created "an environment marked by the potential for miscalculation."

He said the U.S. military and its allies would be ready if North Korea tries to strike.

Citing the tensions, North Korea on Monday pulled more than 50,000 workers from the Kaesong industrial park, which combines South Korean technology and know-how with cheap North Korean labor. It was the first time that production was stopped at the decade-old factory park, the only remaining symbol of economic cooperation between the Koreas.

In Seoul, South Korean Foreign Minister Yun Byung-se told lawmakers the North Korean missile is expected to have a range of about 3,500 kilometers (2,180 miles).

A Defense Ministry official told the AP preparations appeared to be complete, and that the launch could take place at any time. He spoke on condition of anonymity, saying he wasn't authorized to speak to the media.

The missile, dubbed "Musudan" by foreign experts after the name of the northeastern village where North Korea has a launchpad, is mainly designed to reach the U.S. territory of Guam, though it can also place U.S. military installations in Japan in its striking range, experts said.

As a precaution, Japan has deployed PAC-3 missile interceptors in key locations around Tokyo while the South Korean and U.S. militaries have raised their level of surveillance.

The International Civil Aviation Organization said Wednesday it has received no notice of a missile launch from North Korea, but that it is not mandatory for Pyongyang to inform the organization. North Korea has worked with ICAO in the past to notify air traffic authorities in other countries of its plans to launch rockets.

In London, Russian Foreign Minister Sergey Lavrov urged a calm response from all.

"You should not scare anyone with military maneuvers," he said, speaking in Russian, before meeting with U.S. Secretary of State John Kerry. "And then there's a chance everything can calm down."

One historian, James Person, noted that it isn't the first time North Korea has warned that a war was imminent.

He said that in 1968, following North Korea's seizure of an American ship, the USS Pueblo, Pyongyang persistently advised foreign diplomats to prepare for a U.S. counterattack. Cables from the Romanian mission in Pyongyang showed embassies were instructed to build anti-air bunkers "to protect foreigners against air attacks," he said.

The cables were obtained and posted online by the Wilson Center's North Korea International Documentation Project.

Person called it one of North Korea's first forays into what he calls "military adventurism."

"In 1968, there was some concern there would be an attack, but (the North Koreans) certainly were building it up to be more than it was in hopes of getting more assistance from their allies at the time," Person said by phone from Alexandria, Virginia.

"I think much of it was hot air then. Today, I think again, it's more hot air," he said. "The idea is to scare people into pressuring the United States to return to negotiations with North Korea. That's the bottom line."

Ex-HBOS chief Crosby asks to be stripped of knighthood

LONDON (Reuters) - James Crosby, former boss of failed British bank HBOS, offered on Tuesday to give up his knighthood and nearly a third of his pension after being denounced by lawmakers for the "colossal failure" that led to his bank's collapse.

Crosby, whose bank had to be bailed out by taxpayers in 2008, effectively volunteered for the same punishment as that visited on Fred Goodwin, former head of Royal Bank of Scotland, the other large Scottish bank bailed out after the 2008 financial crisis. Goodwin's knighthood was stripped last year and he gave up part of his pension in 2009.

Crosby becomes the first person to voluntarily give up a knighthood for almost a century. He said 30 percent of his 580,000 pound a year pension would either be returned to shareholders or given to charity.

"In view of what has happened subsequently to HBOS, I believe that it is right that I should now ask the appropriate authorities to take the necessary steps for its removal," he said of his knighthood in a statement on Tuesday.

The government was clearly pleased with the decision. A Treasury spokesman said: "This must be a matter for an individual's conscience, but the Government believes it is right that this decision has been reached."

Crosby, 57, was awarded his knighthood shortly after stepping down as HBOS chief executive in 2006.

The bank did not collapse until two years after he left it, but a report on Friday by the Parliamentary Commission on Banking Standards (PCBS) put the blame squarely on him and two other former bosses for the decisions that wrecked it.

The report said Crosby had so badly run the bank that it would have failed even without the 2008 financial crisis.

John Mann, a Labour lawmaker who has been a critic of Crosby during hearings into the banking crisis, welcomed Crosby's decision to accept blame and suggested it set an example to other failed bankers.

"At last we have a banker who is prepared to say he got it wrong and wishes to make amends," Mann said.

A knighthood is one of the highest honours an individual in Britain can achieve. A committee recommends the honour to the Prime Minister and then to the Queen.

The last person to give up a knighthood voluntarily was Nobel Prize-winning Bengali writer Rabindranath Tagore, who renounced his in 1919 in protest against the Amritsar massacre when British troops killed hundreds of civilians. Others to have been stripped of the honours include Zimbabwe's Robert Mugabe, Romania's Nicolae Ceausescu and former spy Anthony Blunt.

"SET THE COURSE FOR DISASTER"

The PCBS, tasked with finding ways to reform Britain's banks, said Crosby had been the "architect of the strategy that set the course for disaster" at HBOS.

Crosby set the strategy that saw HBOS lose billions of pounds from reckless lending to companies and a disastrous expansion into Ireland and Australia. After its bailout by the state, the bank was acquired by rival Lloyds Banking Group.

Crosby said the report was "very chastening reading" and he was "deeply sorry for what happened at HBOS and the ensuing consequences for former colleagues, shareholders, taxpayers and society in general".

Crosby's pre-emptive action means he effectively volunteers to share the fate of Goodwin, whose knighthood and lavish pension became a focus of public anger and attracted venomous denunciations from politicians after the financial meltdown.

Crosby said he would discuss with the pension scheme's trustees how the reduction in his pension would be implemented and if the amount waived should go to support good causes or benefit shareholders.

Under his proposal, he would still receive 406,000 pounds a year, to add to almost 8 million pounds he was paid during his tenure as HBOS's chief executive.

He said his pension had been built up over his 30 year career, including 12 years at Halifax and HBOS, and was "entirely contractual in nature".

Compass Group, the world's biggest catering company said late Tuesday Crosby decided to step down as non-executive director, with immediate effect.

Crosby resigned as an adviser to private equity firm Bridgepoint on Friday. He remains the chairman of Moneybarn, a small West Sussex company that lends to people with a bad credit history.

Moneybarn declined to comment.

After leaving HBOS, Crosby advised former Prime Minister Gordon Brown and became deputy chairman of the Financial Services Authority (FSA), stepping down from that role in February 2009 after criticism of his role at HBOS.

Researchers from the UK determined that developmental delays are present in children within six weeks following convulsive status epilepticus (CSE)a seizure lasting longer than thirty minutes. The study appearing today in Epilepsia, a journal published by Wiley on behalf of the International League Against Epilepsy (ILAE), suggests that neurodevelopmental impairments continue to be present one year after CSE.

CSE is one of the most common neurological emergencies in children. These prolonged seizures can occur with or without fevers (febrile). Studies show that CSE occurs more frequently during the first three years of lifea time of critical growth and development in children. Prior research investigating CSE has focused mainly on simple febrile seizures and was conducted years after the event occurred.

"Our study is the first to examine cognitive, language, and motor function in children within six weeks of CSE, with follow-up at one year to determine their developmental track," said lead author, Dr. Marina Martinos with the Developmental Cognitive Neurosciences Unit at UCL Institute of Child Health in London. "Understanding how CSE impacts early childhood development and whether this type of seizure has long-term adverse affects is an important addition to medical evidence."

For the present study, researchers recruited 54 children between one and forty-two months of age who had at least one CSE event. CSE episodes were classified as prolonged febrile seizures (PFS) or nonfebrile CSE. All pediatric participants underwent neuropsychological assessments and imaging scans within six weeks of the CSE event and at one year. Developmental skills were measured in children who had seizures and compared to children without seizures with normal development.

Half of the pediatric participants had PFS and the other half had nonfebrile CSE, with assessments carried out at a mean of 38 days following CSE. Findings indicate that CSE is linked to developmental impairments within six weeks of the event, and that the impairments persisted at the one-year follow-up. Children with nonfebrile PFS had worse developmental outcomes than those with PFS, and children in the PFS group had poorer developmental skills than those in the control group. The authors found that seizure characteristics (e.g. duration) were not a significant predictor of developmental performance.

Dr. Martinos concludes, "We found developmental impairments in children following CSE, including those with PFS who normally do not display neurologic issues prior to the seizure. The fact that neurodevelopmental impairments are still present at one year after the episode suggests that the CSE event is not having just a transient effect on developmental abilities. The CSE may have a longer lasting impact on future development through a more permanent reorganization of functional brain networks a reorganization that may have already taken place when we first assess these children."

Alternatively, the authors comment, these data suggest that the neurodevelopmental impairments observed predate the seizure even in those with no neurological priors. The authors propose that further studies that include neurocognitive techniques are necessary to enhance understanding of the long-term impact of CSE on child development.

Motherhood and women with intellectual disability?.by ...

Reading the article ?I didn?t know I was pregnant? by Claudia Calleja, surely elicited an array of different opinion and emotions in the Maltese readers, as I confirmed from the comments beneath the online article.

Talking about sexually related issues always opens a can of worms?and if sexually related issues are set in the same sentence with disability, it might open even two !

I respect the Grech family for bringing their story out in the public, I am confident that their intentions are those of bringing awareness to the lack of social justice and support in our country.? As for the way the story has been reported, I have in the past also commented about the way journalists in the media refer to people with disability both in terminology and attitude.? I find that journalists lack contemporary terminology and use dated terms when reporting, such as ?mental disability?. The attitudes are also very negative and reflecting a medical model of disability, with ?suffering? at the pinnacle of the storyline.

This might have been the first local report of a woman with intellectual disability becoming a mother, and please note she is a woman before anything else. On an international level she is not the first and will? not? be the last woman with intellectual disability to become a parent. It is no great surprise to me that this woman fell in love and had a child. Don?t we woman all fall in love at some point in our lives? Haven?t women had children (marriage or not), irrelevant of having an intellectual disability? The issue with women with intellectual disability, and with people with intellectual disability in general, is that they are perceived as asexual by society. The sexuality of people with intellectual disability has been ignored and feared, from the beginning of time, and not just in our country.? Yet in many developed countries this stigma of asexuality has been challenged and progress has been made in developing strategies that empower people with disability to live an equally fulfilling life where they have opportunities like anybody else.

So much so that European and International entities have set their agendas in place so as to protect the rights of people with disability to have such opportunities. The European Manifesto on Basic Standards of Health Care for People with Intellectual Disabilities (2003, pg.13) outlines that; ?people with intellectual disabilities have the same human rights as other citizens?.? Furthermore the United Nations Economic and Social Council (Rule No.9) declares that ?persons with disabilities must not be denied the opportunity to experience their sexuality, have sexual relationships and experience parenthood?.? While the Human Rights Act (Article 8) reconfirms the ?right to respect for private and family life? for people with disability.

Once the fact that people with intellectual disability have a right to a sexual identity, to procreate and to have a family, has been asserted we can now move on to the measures that need to be set in place in order to protect and empower this minority group.?? Such ?measures are all set in a framework of support and support has as many tentacles as an octopus. ?The initial support is to determine whether the person with intellectual disability is in a position to consent to having a sexual relationship.? Matters of capacity to consent have been engrained in British Law for decades now, while Malta is only just starting to bring the dust out from under the carpet as the KNPD works towards the implementation of the United Nations Convention on the Rights of Persons with Disabilities. ?For those unfamiliar to capacity to consent situations related to sexual activity, these are determined by the persons? ability to make informed choices, given that he or she is given the information in an accessible way, and is able to process it and retain it, thus using it when faced with the circumstance. Therefore support in the form of sex education is required from a young age and throughout the person?s life. Accessible and ongoing sex education for people with intellectual disability has been a requirement stated in the policies within services providing for people with intellectual disability as well as in National Sexuality Policies in various countries. Such education would in turn empower the person with disability to make informed choices, on whether to engage in a sexual activity or not, as well as on the use of contraception and ?family planning.

To remain on the theme of support and social justice, we have to look at the social support given to people with intellectual disability at different levels of their adult life.? We are not as yet a society giving people with intellectual disability the opportunity of deciding where they want to live as adults and with whom. We are not giving adults with intellectual disability the opportunity to be autonomous, which takes them further from being independent.? ?We are not supporting adults with disability to be part of our communities and truly be able to live up to their rights.? Furthermore rather than shouldering the responsibilities, our country lets the respective families to do so ? case in point the Grech family.? It is lack of resources in this country,? that initially drove the Grech family to move back to Malta to support this family member, given that the other option for? her was institutionalisation.? There not being support for the mother of this child to bring up her daughter,? is also a result of lack of resources, which we might have not yet even considered in this country.? Assuming that the respective families of persons with disability will? take on all the required support is far from social justice. ?In this case Ms.Grech was blessed with a supportive family, who were ready to assume responsibility of all the needs of the mother and her child without separating the two from each other. There have been other circumstances where women with disability, and not necessarily intellectual disability, have been denied their right of motherhood, their child put in the care of a foster family, because they did not have neither social nor family support and could not raise a child on their own. Employment for Ms. Corinne Grech would certainly be a step forward towards her financial stability and independence. ??Yet such an opportunity needs to be backed up by other forms of social support such as personal care assistance and public childcare that also caters for the needs of children with disability.

Finally I must address the issue of people with disability and procreation in terms of medical issues.? It is reported in the article that the baby born to Ms. Corinne Grech ?was also disabled?.? At this point, not withstanding the unconstructive tone that sentence carried, it is worth making clear that children with disability, even genetic ones, are also born to non-disabled people. At the same time people with disability, even genetic ones, give birth to children who do not have a disability. It is a medical fact, that there is a risk, but there is a risk in any case.? Moreover life is valued, whether having a disability or not, and the baby born with a disability is still a very valuable baby, as I am sure it is for the Grech family.

With a Permanent Secretary devoting his energy to the disability sector,? we should be seeing measures being taken to fill in those gaps that had been left open for too long. Yet if we remain within the proposals of PL?s election campaign?s manifesto, will truly progressive emancipation of people with disability, such as sex education, sexual health and family planning, which were not on PL?s agenda, be contemplated?

Google Fiber's Next Stop Could Be Austin, Texas

google_fiber_03Back in early 2011, Austin, Texas lost to Kansas City, Kansas for the distinction of being the first city in the United States to get wired up with Google's high-speed Fiber internet service despite mounting a campaign to catch the search giant's eye. While the average tech-savvy Austinite has probably forgotten that campaign, it looks like Google didn't -- local ABC affiliate KVUE reported earlier this evening that Google will indeed announce its Austin Fiber rollout early next week citing multiple sources from within the city's government.

HTC First announced, coming exclusively to AT&T on April 12th for $99.99

Continuing its obsession with the number one, HTC has officially announced the First, an Android device with a bit more Facebook influence than most other smartphones we've used in the past -- including other handsets given preferential treatment from the social media network during the last four years. HTC's Peter Chou and AT&T's Ralph de la Vega took the stage at the event to announce the phone, which is the world's first Home-optimized device. What exactly that means remains to be seen, but HTC's Chou indicated it will be a "unique experience."

There were no specs announced for the device, other than it having LTE, of course. But, earlier leaks have indicated it will be 4.3-inch, 720p mid-range phone, not threatening the HTC One by any stretch of the imagination. It will be available on April 12th exclusively in the US on AT&T for just $99.99. And, it will be available in four colors: red, turquoise, white and, of course, black. The Baltimore Ravens have had to part ways with many veteran players this offseason.

Linebacker Ray Lewis and center Matt Birk retired. Safety Ed Reed, linebacker Paul Kruger and linebacker Dannell Ellerbe signed with new teams. Safety Bernard Pollard was released as well.

The Ravens also made a decision to release linebacker Brendon Ayanbadejo on Wednesday. The moves have been necessitated by the new contract given to quarterback Joe Flacco and trying to get their financial commitments under the salary cap.

However, Ayanbadejo thinks the reason for his release may not be that simple. Ayanbadejo and Minnesota Vikings punter Chris Kluwe have been incredibly outspoken supporters of gay rights. According to Tom Rock of Newsday, Ayanbadejo believes his activism for gay rights also was a factor in the team?s decision to release him.

?I was a vocal guy and garnered a lot of attention,? Ayanbadejo said. ?I brought a lot of issues with me to the Super Bowl and the issues came up at the Super Bowl. ?My bark is louder than my bite. I make a lot of noise and garner a lot of attention for various things off the football field. When that starts happening, why do you have that player around??

Ayanbadejo admitted that his play has fallen off in recent seasons and that the Ravens could find a player at a lesser salary to fill his role. But that doesn?t stop him from believing there was more to the decision than that.

?I don?t necessarily think that teams want this type of attention,? he said.

The Ravens have since denied the move was anything more than a football-related decision.

?We?re surprised that he would indicate this. We have always been respectful of Brendon?s opinions and his right to express those,? Ravens? senior vice president for public and community relations Kevin Byrne said, via Aaron Wilson of the Baltimore Sun. ?Our decision regarding his departure from the team has everything to do with football. Nothing else.?

The prominence of gay rights issues in the NFL is only increasing. The San Francisco 49ers had to deal with Chris Culliver?s homophobic comments leading up the Super Bow. The Seattle Seahawks had to respond to Chris Clemons? comments this week questioning whether a gay player coming out of the closet would be a selfish act. It?s a reality teams have to be prepared to handle when a situation arises.

Whether Ayanbadejo?s claims have any legitimacy is nearly impossible to determine. However, there was an obvious financial benefit the Ravens gained by his release. Ayanbadejo was scheduled to make $940,000 in base salary for next season with the Ravens. By releasing him, the Ravens will save over $800,000 in cap space for next season.
